Service culture isn't a values statement. It's the set of behaviors, incentives, and operating norms that determine how people treat each other and the people they serve — under pressure, at scale, without oversight.

Where culture is left implicit, performance becomes inconsistent. Where it's made structural, it becomes self-reinforcing.

Culture is the operating system. Everything else runs on top of it.

What to do

Name the behaviors that are non-negotiable — not the values, but the actions.

Align incentives to the culture you want, not the one you have.

Measure cultural health structurally — through operating data, not just surveys.
